Building Ecosystems for Labor Migration

Connecting Global Talent

October 8, 2025

Berlin

Germany is a country of immigration. In view of demographic change, managed labor migration is an important factor in maintaining economic prosperity and the stability of social welfare systems long term. According to the Federal Ministry of Labour and Social Affairs, more than four million additional workers will be required by 2028.

Our Commission “A Changing World – Germany and the Global South” recommends a more targeted approach to managing labor migration, simplified administrative procedures, and a strengthened public dialogue. As part of a Global Perspectives Circle held to deepen the Commission’s recommendations, we discussed with Commission member Janina Kugel and representatives from politics, business, and civil society how labor migration can be structured as a “triple-win partnership” – creating benefits for Germany, the countries of origin, and the migrants themselves.

The Circle served as a working-level platform to exchange best practices, connect existing initiatives, discuss scaling options, and develop concrete approaches that can inform future policy measures.
